Zoe winning Junior Eurovision 2023 for France

French authorities have opened an investigation involving France Télévisions, focusing on the organisation of Junior Eurovision 2023 and the Nice Climate Summit – both held in Nice in 2023. The case centres on suspected misuse of public funds, conflicts of interest, and falsified documents.

Mayor of Nice and France 2 journalist held in custody

According to Franceinfo, Nice Mayor Christian Estrosi and his wife, France 2 journalist Laura Tenoudji, were taken into police custody this week. Tenoudji co-hosted the opening ceremony of Junior Eurovision 2023 – an event for which the city, led by Estrosi, allocated over €605,000 in public funds.

Investigators are now examining whether Tenoudji’s role in a publicly funded event managed by her husband’s administration constitutes a conflict of interest.

France Télévisions under legal scrutiny

France Télévisions, which broadcast Junior Eurovision 2023, has also become part of the investigation. Its President, Delphine Ernotte-Cunci (who is also president of the EBU), along with several senior employees, were summoned by authorities earlier this week. Police carried out searches at the broadcaster’s offices and at Nice City Hall, seizing documents for further examination.

The investigation initially stemmed from a complaint by local Green Party councillors over the city’s financial involvement in the Nice Climate Summit. However, the scope has since expanded to include Junior Eurovision, due to potential overlaps in public funding and appointments.

In response, France Télévisions issued a statement, confirming its full cooperation:

“France Télévisions will fully cooperate with the investigation and reserves its explanations for the judicial authorities.”

Potential impact on Junior Eurovision

This marks the first time that Junior Eurovision has been caught up in a legal scandal of this scale. A contest built on values like creativity, inclusion, and youth participation now finds itself under scrutiny for transparency in how it’s hosted.

With Georgia’s GPB set to host the 2025 edition following its 2024 win, the controversy in France may prompt closer attention to how future bids are managed – particularly when it comes to the use of public funds by organising broadcasters.
