The European Broadcasting Union (EBU) has updated the 2027 Rules of the Contest to confirm National Jury Voting will remain in the Semi-Finals. The clarification comes after speculation of possible voting changes, following the release of the rules for the 2027 Contest last week.
National Jury Voting to remain for 2027 Semi-Finals
The EBU has clarified the changes made last week to the Rules of the Contest 2027. The news comes following speculation that National Jury Voting was not solidified in the Rules of the Contest when first released for the 2027 Contest.
Jury Voting returned to the Semi-Finals for the first time since 2022 at the Contest in Vienna. In the 2023, 2024 and 2025 Contests, Semi-Final qualifiers were decided by the public vote only.
The clarification to the National Jury Voting in the Rules of the Contest is as follows:
- Semi-Finals: From each Semi-Final, the Artists from the 10 countries receiving the most points qualify for the Grand Final, determined on the basis of the information available at the time the results are announced. Qualification to the Grand Final is determined by Audience Voting (National and RoW) and National Jury Voting. Where audience voting cannot be reliably established in a given country, the National Jury result for that country is used instead.
- Ties: If there is a tie for the last qualifying place in a Semi-Final or for first place in the Grand Final (because two songs have received the same number of points), or in any other situation where a tie occurs after combining the results of the Audiences and the National Juries to determine the final ranking, the song placed higher shall be the song which has obtained the highest overall rank from all the National Audiences and the RoW Audience.

The story of Eurovision 2027 so far
The journey to the 2027 Eurovision Song Contest kicked off immediately following DARAโs win in Vienna, 2026. Bulgariaโs BNT accepted the rights to host the 71st edition of the contest. Four cities submitted a bid to host Eurovision 2027, with Burgas, Plovdiv, Sofia and Varna all vying to host. Burgas and Sofia were ultimately shortlisted, with Burgas winning the right to host the 71st edition of the competition.
As for the organisation of the competition, the Bulgarian government stepped in to create an organising committee. Further details about Burgas’ Eurovision plans, including the welcome carpet and Eurovision village, will be announced in the near future. Hosting preparations have already begun in the city of Burgas. The Grand Final of the Contest in Burgas will be held on Saturday 15th May 2027.
